Our Commitment to a Secure Virtual Asset Ecosystem

At MANTRA Finance FZE (“MANTRA Finance”), our mission is to build a secure, transparent, and compliant gateway to the virtual asset ecosystem. We recognise that while virtual assets (“VAs”) offer transformative potential, this innovation comes with a profound responsibility to protect our users and maintain the integrity of our platform.

This document outlines our Virtual Asset Regulatory Standards, a comprehensive framework designed to ensure every asset offered on our platform is of high quality, has demonstrable utility, and meets the stringent requirements set by Dubai’s Virtual Asset Regulatory Authority (“VARA”). These standards are the cornerstone of our commitment to regulatory excellence and form a crucial part of our firm-wide systems for offering VA related services.

By making our standards public, we aim to provide full transparency into the rigorous due diligence process that underpins every decision we make, ensuring MANTRA Finance remains a trusted partner for our clients.

The MANTRA Finance Assessment Framework

Every VA considered for inclusion on the MANTRA Finance platform undergoes a comprehensive and meticulous evaluation against our internal Assessment Framework. This framework establishes a consistent, risk-based methodology for assessing a VA's technology, legal standing, market viability, and overall integrity.

As a non-custodial Virtual Asset Service Provider (“VASP”), our operational assessment places a specific focus on the availability of secure, non-custodial solutions and the overall readiness of the VA's ecosystem to support our services safely.

The successful fulfilment of these standards is a mandatory prerequisite for any virtual asset to be approved. MANTRA Finance maintains absolute discretion to refuse any asset that does not meet our criteria or is otherwise deemed to pose an unacceptable risk to our clients or the platform.

Code & DLT Integrity

We conduct a multi-layered technical assessment of the VA’s underlying Distributed Ledger Technology (DLT). This includes commissioning or validating independent, third-party smart contract audits to identify and ensure the remediation of critical vulnerabilities.


Architectural Robustness

We review the DLT's architectural design to confirm its capacity for irreversible transaction records, ensuring fundamental immutability and support for settlement finality. The technology must be sufficiently robust to support our licensed obligations.

Project Viability & Governance

Issuing Team & Background

We assess the experience, reputation, and transparency of the issuing team. This includes checks for any past involvement in investigations related to fraud or deceit.


Development & Roadmap

We examine the VA's future development roadmap to ensure a clear, well-defined, and credible plan for future growth and technological updates.

Legal & Regulatory Compliance

Regulatory Status

We examine the VA's regulatory treatment by VARA and other relevant authorities, ensuring it has no features that would impede our compliance with AML/CFT, sanctions, or securities laws. MANTRA Finance will not list any VA prohibited by VARA, such as Anonymity-Enhanced Cryptocurrencies.


Enforceability of Rights

For VAs representing rights to other assets (e.g., Real-World Assets or RWAs), we assess the legal enforceability of those rights and ensure an appropriate correlation with the underlying market to protect consumers.

Market Integrity & Tokenomics

Market Viability & Liquidity

We analyse the VA's market capitalisation, fully diluted value, and trading liquidity to ensure sufficient market depth and standing.


Economic Model & Fairness

We examine the VA's economic incentives, utility, and issuance model (including total supply and distribution) to ensure fairness and resistance to price manipulation.


Conflicts of Interest

We assess whether providing services for the VA could create potential or actual conflicts of interest for MANTRA Finance and ensure robust mitigations are in place.

Operational Integrity (Non-Custodial Focus)

Ecosystem Readiness

As a non-custodial VASP, we specifically evaluate the technological and operational readiness of the VA's ecosystem to ensure it is compatible with secure, reliable non-custodial solutions.


Asset Sufficiency

For any asset-backed VAs, our due diligence verifies that sufficient underlying assets are available to satisfy all obligations related to the VA's activities.

Ongoing Monitoring and Lifecycle Management

The assessment of a VA is a continuous process. All VAs on our platform are subject to ongoing monitoring and periodic reviews to ensure they continue to meet our standards.

A listed VA may be placed under review or suspended if it no longer meets our standards, VARA directs a suspension, or a critical security vulnerability is discovered. In such an event, we will immediately notify VARA, halt all related activities, and communicate the action clearly to affected clients. A full delisting will occur if the identified issues are not resolved within a specified timeframe.
